    My gut instinct is fear of rabies, not xenophobia. Maybe their shots weren’t up to date.

      I believe (I am connected to people at the conference) it was named as lack of confidence they were coming for a conference and not intending to stay beyond the visa. A number weren’t just attendees but speakers. It’s bananas
