Why not both? Make it a lottery. Slow and painful choking or quick but mentally horrifying.
When done correctly, death by hanging is caused by a broken neck, not choking.

Yes, because it is more efficient and allows for higher volumes.
All things being equal, I agree, but the gallows have historical notions of punching down, with connections with state oppression, and hanging with lynching; whereas the guillotine invokes class struggle and punching up.
