Looks like about 10% growth compared to last year (15,563,000->17,416,000), so not a huge increase, but still something. Though it is extremely hard to count fedi users. This site has a good explanation of the caveats.

Compared to same time last year; yes.
It’s kind of cool to see the Reddit refugee influxes on the graph like that though. Not everyone will stay, but many did.
