I don’t think the police enforce traffic laws in parking lots
In France, the “traffic code” applies everywhere, even in parking lots where you have to drive on the right side, stop at the stop sign, and park where it’s allowed. I guess it’s equivalent in the USA or other countries.
For the most part, state laws specify ‘public roadway’ for traffic crimes. My state has two specific laws that apply in private areas like parking lots: no insurance and unsafe backing.
