I get that you are supposed to get prestige from peer review, but the system is breaking down.

What I’m asking is if an independent group got together where they would peer review the research for a fee that can get built into a grant. Or maybe a grant giving research organization builds it in house, where all research performed under a grant goes through their internal peer review with qualified reviews.

Dumb question, but what would happen if the act of peer review was a cost that had to be paid? I assume that’s the reason why journals have such high fees to read documents, that’s how they fund peer review.

I git my name put onto a credit card as a kid to help do things like buy groceries. After I went to college, parents had financial issues and the credit card that my name was on didn’t get paid. My credit was great except for non payment on that credit card.

A low hanging fruit that is seen to work is having the mark of approval get tied to an account under the control of the signee. It isn’t so much that you made the mark but that it is tied to an email address you control. So even if you don’t sign it with an actual signature, it still gets tied to you.
