I use Binary Eye now, no ads, free and open source. It is built on zxing. I was a bit pissed when zxing scanner stopped working a few years ago. All the alternatives where ad infested crap back then.
Most Barcode scanners included in Android and iOS can’t read them though. I know at least for Data Matrix, only a few scanners can handle them.
It is possible. Maybe the peering from his ISP to YouTube is shit/ overloaded. That was an issue for Deutsche Telekom for a few years because Telekom didn’t want to pay for better peering. With a VPN it is possible to get good peering to your ISP and YouTube and in return faster load speeds.
I can’t speak for other countries, but since the article is about Germany: You have never heard of Netzentwicklungsplan, Südlink, Südostlink, Lastmanagement für Ladestationen and many more of these things? The Netzausbau (expansion of the power grid) and Lastmanagement (power distribution management) is pretty much a huge topic for all Netzübertragungsbetreiber and the other smaller power grid operators in Germany. Most of the development is slow at the moment because of bureaucracy and NIMBYs but it is actively being worked on.

From the Yahoo article: “Of course the wishes can’t be revealed to anyone if they are to become true - so who knows what British Prime Minister Boris Johnson, French President Emmanuel Macron, outgoing German Chancellor Angela Merkel wished for.”
Even better: an antiperspirant. It significantly lowers sweat production on the applied area.
And every little thing on the screen makes a noise.
Not why. X.
Es ist Deutschland hier!
Level 3 in the S-Class and EQS has been available since may 2022. And the speed limit is there because that is part of a UN regulation that the Mercedes is certified for. The regulation has been updated since the release of Mercedes Drive Pilot to allow speeds up to 140km/h but Mercedes needs to recertify for that.
